Yes, the impact of removing all the organisms in a trophic level be different for different trophic levels. For example, if we remove all the producers, herbivores will not able to survive and they will migrate to some other place that collapsed the ecosystem.  Consider the following food chain:

If all the frogs are removed, grass will grow in abundance and there will be no food for snakes. Similarly, if we remove snakes, frogs will be in abundance and will disturb the entire ecosystem.
