Diversity in Living Organisms

How would you choose between two characteristics to be used for developing a hierarchy in classification?

The method of arranging organisms into groups or sets on the basis of similarities and differences is called classification. For classifying organisms to develop a hierarchy, the gross character or the fundamental character is first taken into consideration and then fine characters are the basis for the formation of further steps in the hierarchy. For example, locomotion is the most fundamental character that differentiates animals from plants. The presence of cell walls and chloroplasts are other characteristics that differentiate plants from animals.
