Particles of matter are attracted to each other. The force of attraction between these particles is called the intermolecular force of attraction. The intermolecular force of attraction in a different state of matter is in the order:

Solid > Liquid > Gas

Water is liquid at room temperature while sugar is solid at room temperature. So, sugar has higher intermolecular forces of attraction than water.

Oxygen is gas at room temperature. So, it has the least intermolecular forces of attraction.

Thus, the correct order will be: Oxygen > Water > Sugar.
